It'll be just more games for the same elite group of players. Clubs will have the usual players that flit from club to club in their squads with no development of club rugby in 2nd tier nations.

Selfish protectionism from the money men who have no interest in rugby's best interests at heart. This would be a very regressive move.

Leading players certainly wasted no time in giving their views = very concerned.

Augustin Pichot (World Rugby 2-i-c) has said he would favour 2 divisions of 12 with promotion/relegation. That might be better than ring-fencing and would remove one of the main objections about cutting off Tier 2 nations. But can you really see the top 12 agreeing to a system whereby one of them could be sent to Siberia (literally!) as a result of one bad year? More chance of Danny Cipriani being named captain of England's World Cup squad.

Other major concerns remain about player welfare + possibility of global TV deal ending the availability of some internationals (eg 6N) on free-to-air TV. As well as when/where/how the Lions would fit into the calendar.

Something has to give...

I've said this elsewhere but the fact that Georgia/ PI and perhaps other T2s have been sacrificed for the USA just proves this was a revenue based decision. Rugby as we know it didn't play a part.

Understandable but sadly that would probably just play into the hands of the money men who know the cost of everything and the value of absolutely nothing.

I hope the Pacific Islands do boycott to make a point, especially as the IRB bent over backwards to tamper with the qualification to ensure they all got in (how can Oceania go from 1 to potentially 4 places otherwise?). We can't have some of the top rugby playing nations outside of the big 10 just being shut out because the money men are running things. 

Who would replace them? The teams who lost the Repechage? While I think you'd have 2 worthy teams in Hong Kong and Kenya in there but Germany being in Japan would be a joke which should humiliate the IRB into not moving forward with this preposterous notion.
