What is the point of Cipriani ?

Does anyone know

a/ Why bring a player ( any player ) on for the last three minutes of a match when its not for injury ? Is there some coaching mantra that says this behaviour is OK ? Does it do someone some good other than a completely empty gesture from a coach to a player to somehow make the coach feel better by publicly demonstrating that he really is a part of this squad ? 
b/ When Cipriani gets dropped out of the match day squad when Farrell is back does he have the right to throw some toys out of the pram? I think he does as he has never been given a chance this time around so what is Lancaster basing an opinion on, training ?
 
That offer Cipriani turned down from Toulon so he could stay in England contention must be hurting him now.

I don't know, but I read contrasting theories on the same page of the Sunday Times today…

Lawrence Dallaglio was more of your point-of-view IT, criticising Lancaster for this…

If Ford peaks at the perfect time and helps England make waves in the latter stages of RWC, it will look like a good decision, but if we end up short in a key position (NZ were down to their 4th pick at No. 10 in 2011) then may not be so clever...

It looks like Lancaster is trying to provoke Cypriani into an outburst, either public or in the camp, so he can pencil him out permanently and make it easier to bring Farrell back.
Bringing him on for three minutes was more insulting than leaving him off completely. ( Which would have been for three consecutive matches. I thought the Graham Dawe like subs were a thing of the past in the modern game.)
