Fifa are apparently planning to regulate the number of players a club has on load.
According to the BBC Chelsea has 40 players out on loan.
And we think we have problems.

But it is part of footballs business model due to transfer fees - big clubs with good academies will sign up children as young as 8 or 9, when they get old enough they will get sent on loan to a relevant level club for their talents with a view to them either improving and moving up the pecking order or being sold to recoup some of the investment made in them.

As Rugby currently does not have transfer fees it is totally different

Can a rugby club pay enough money to another to get a player mid contract or are there RFU / Premiership rules preventing a mid contract move ?

It does happen occasionally.  I'm pretty sure the first club to pay a transfer fee were Bedford, when they signed Mike Rayer from Cardiff.

The point is that there is no basis for a business model of plumping out your academy with more players than you need and then trying to sell them to other clubs after a loan spell to make money for the club

It just wouldn't add up
