According to North Mids RFU website:

England Counties to tour Spain

England Counties will play two matches in Spain on their summer tour which starts later this month.

The Counties will open their tour against a Basque Country team in San Sebastian on  May 31 before travelling to Guadalajara three days later to take on Spain.

“I’m expecting a very physical game.  Given we wanted a full Test against the international side, I think we’ll get one,” said Counties manager Matt Long, the former Moseley and Birmingham & Solihull prop.

“We’ve done a bit of research, and we know Spain are improving, their world ranking is proof of that. We’re going to have a hard test.”

Counties are unbeaten so far in 2017 having recorded wins over Scotland Club XV and Ireland Club XV, running out 45-28 and 34-26 winners respectively, and Long attributes those triumphs to getting the right mix of players together.

“From Northumberland to Cornwall, we like to make sure we get a fair representation of players across the board,” he said.

Players for the Spain trip will be selected on the basis of their performances in this season’s Bill Beaumont County Championship.

“We are reviewing every single aspect of eligible players as part of the county championships over the next four weeks to get a good mix of players from throughout the whole country,” Long said.

“We will have a band of selectors and coaches at the matches, and I’ll be liaising with people watching different games so that we strike the correct balance.”

Why on earth are they playing the Spanish national side ???
I have no idea of the Spanish sides 15 man abilities (their 7's have been pretty good) but suspect that the chances of any players from our national 2 or below leagues being included will be limited. That in turn makes a mockery of his "team of selectors" statement.

The Spanish national side are reasonably good, they play in the ENC  (highest level of European rugby below 6N).

Wigwam, proof will be in the pudding... so long as the players play County rugby it doesn't really matter if they play at Nat 1, 2 or 3. Unlike the games mid-season were it was more of a National 1 Dream Team scenario.

Spain will be a lot tougher than the 3 Canadian regional sides they played last season.

That's what I am getting at PiffPaff.
As the Spanish side are likely to be of a reasonable standard, it is equally likely the players picked will be mainly National 1 players. 
This goes against what these matches are about surely. As much as anything these games were to recognise a players career and services to rugby and used to seen as a reward for players in the lower leagues.
Now, I'm sure that many national 1 players still fit that definition, but in this semi pro age they are becoming less in number by the season. 
But as you say proof will be in the pudding..................

Yes, it equals their best ranking, first set in 2013.

I'm not sure what that would tell me TBH. I don't know nearly enough about the eleven starters for the other counties to know how compelling any National 2 Cornwall players' cases would be. In 2015, three such players toured, last year one did.
