You have overcomplicated what is an easy structure. For example taking Yorkshire as the example.

Year One Yorkshire plays Cheshire in week 1 (home), Northumberland in week 2 (away) and Eastern Counties in week 3 (home).
Year Two Yorkshire plays East Midlands in week 1 (away), Warwickshire in week 2 (home) and Lancashire in week 3 (away).

Over two years everyone plays everyone once and you have a three home games and three away games.

Tulip, the Cornwall team that played Hertfordshire continued six players from Level 8 or 9 clubs. Cornwall were badly hampered this year by Plymouth Albion having matches in the first two weeks of the competition, thus losing all their Level Three players, it has been a very different selection of Cornish players this year. I would expect Lancashire to take the win, but I think Herts will run them close.

Week 1
Yorkshire plays Cheshire
Northumberland play  Eastern Counties
East Midlands play Warwickshire

So who do Lancashire play?

And so on.

You can make it work for one side - but not for all 7.

I went to the county finals day last year and fully enjoyed the 3 finals (despite Sussex losing).

Not sure why the format was changed - why have it on the same day as the Barbarians game?

As for having 6 or 7 teams in a group - do so by all means, play it ove 2 years with a finals day on the 2nd year only when everyone has played all other teams in the group.

Plymouth Albion didn't have a game on Saturday. Admittedly couldn't reach final. But if Cornwall had put out their strongest side and beaten Herts. Gloucestershire or Kent may have got through. Even though it was a meaningless game for Cornwall would have thought the Albion lads would have wanted to wear the shirt.

But what about Redruth players. Where were they? I forget which side of the border Launceston is (sorry) but they must have had some players that qualify for Cornwall. Where were they?

The Format has changed because the stock is rising in the Women's Game and they argued for an equal footing with the Senior Men's County Final. The reason Women's, Men's Tier 1 Final & Men's Tier 2 Final are played on the same day as the Eng v Ba-Ba's is simple......cost.
 
It costs the RFU quite a bit to open the Gates. If they can shoehorn 3 Finals into a Glorified Training Match Day then they will.

Hence why they always have the Junior Vase, Senior Vase, Intermediate Cup and U20 County Finals all on the same day.

Could have had the women's finals on the Barbarians day and left the 3 men's finals for another day as they were last year - really enjoyable day to watch (and I'm sure to play in). Qualifying to play at Richmond just doesn't cut it.
